Constitution
Club Name
- The name of the club shall be Blackearnside Tartan Army, hereafter referred to as “the Club”.
Aims and Objectives
- The prime objective of the Club shall be to actively promote the supporting of the Scottish National Football team.
- To provide members with information, advice and assistance on travel to and from all Scotland football matches both home and abroad.
- To encourage members to promote a good image of Scotland and the Scotland Football Team both home and abroad.
- Where possible to work with other like-minded Associations and assist where it can.
Membership
- Full membership shall be open to all persons who are fully paid up members of the Scotland Supporters Club hereafter referred to as the “SSC” and no application will be refused on other than reasonable grounds. There shall be no discrimination on grounds of race, occupation, sex or religious, political or other opinion. Non – SSC members will be expected to join at the next available renewal date.
- Applications for membership are to be made to the Secretary on the approved application form, thereafter they will be considered by the Committee. All candidates must attend a meeting to be considered for membership.
- Membership of the Club shall be subject to payment of the appropriate subscription and or fees. Annual fees to be paid by the second regular meeting after the AGM. The student fees will only apply to full time students. Non school students must provide their identification cards.
Expulsion of Members
- Where circumstances dictate, the committee shall decide upon the possible expulsion of a Club member. Members of the committee shall be given at least seven days notice that a question of expulsion is to be discussed at a meeting of the Committee. The Member whose expulsion is under consideration shall be given at least seven days notice of the meeting and shall be allowed to offer an explanation of his/her conduct verbally or in writing. If a majority of the members present shall then vote for his/her expulsion, he/she shall thereupon cease to be a Member of the Club.
Badge/Membership Card
- Any membership card issued to a Member shall remain the property of the club. On termination of their membership, Members shall deliver up such items to the Secretary.
- Honorary Membership of the club shall be conferred on any of its past Officers and/or persons who have rendered outstanding service to the Club.
- All members joining the club shall be deemed to accept the terms of its Constitution and Byelaws adopted by the Club from time to time.
Management
- The overall control of the club shall rest with the Committee.
- The Committee shall consist of a Chairman, Vice Chairman, a Treasurer, a Secretary, a Match Secretary, a Travel Secretary and 3 Ordinary Members.
- The Officers and the Ordinary Members shall be elected annually at the Annual General Meeting to hold office for the following year. If a post of any Officer or Ordinary Member should fall vacant after such an election, the Committee shall have the power to fill the vacancy.
- Only Members of the Club shall be eligible to become Officers of the club or Committee Members.
General Meetings
Annual General Meeting
- The Club shall hold an Annual General Meeting on the 12th June of each year at a time and place to be determined by the Committee.
- The business of the meeting shall be to:
Approve the minutes of the previous years AGM. Receive from the treasurer a full statement of accounts showing all the receipts and expenditure for the previous year. Receive reports from the chairman on the previous year’s activities. Elect the Chairman, Vice Chairman, Treasurer and Secretary of the Club. Elect the Committee. Consider changes to the constitution. Set the Fees. Deal with any other business.
- Extraordinary General Meeting
An Extraordinary General Meeting shall be called by an application in writing to the Secretary supported by at least 50% of the Ordinary Members.
The Committee shall also have the power to call an Extraordinary General Meeting by decision of a simple majority of its members.
- Notice of Meetings
A period of not less than 21 days clear notice shall be given to all voting members of a General Meeting and of all Resolutions to be proposed.
- Voting
With the exception of changes to the constitution, a simple majority at General Meetings shall resolve all decisions put to a vote.
The Chairman of all General Meetings shall have both a deliberative and a casting vote.
- Changes to the Constitution
Any alteration in or addition to this Constitution shall require a two thirds majority of those Members present at a General Meeting of the Club and eligible to vote.
A proposal to change the Constitution must be submitted in writing to the Secretary who shall incorporate all such proposals in the notice of the next General Meeting.
All such proposals for changes to the Constitution shall be signed by two Members eligible to vote at a General Meeting.
- Quorum
The quorum at all General Meetings shall be 25% of those Members eligible to attend and vote.
- Right to Participate
No-one can participate in General Meetings unless he / she is a member of the Club.
Banking
- Under the supervision of the Treasurer, all monies of the Club shall be banked in the name of the Club, and no disbursements shall be made there from except in the form authorised by the Committee.
- The financial year shall run from 1st June to 31st May each year.
- The Treasurer shall be responsible for keeping a complete and up to date record of all financial transactions and for preparing financial reports as required by the Committee from time to time. In addition, the Treasurer shall also be responsible for the preparation of annual accounts for the Club.
- All Members of the Club shall be jointly responsible for the financial liabilities of the Club.
Dissolution
- If, upon the winding up or dissolution of the Club, there remains after the satisfaction of all its debts and liabilities, any property whatsoever, the same shall be given or transferred to some other organisation having objectives similar to the objectives of the Club, such organisation to be determined by the Members of the Club by resolution passed at a General Meeting at or before the time of the dissolution, and in so far as effect cannot be given to such provision, then to some other charitable organisation.
